Adding to the Graphics Library in Photoshop Elements

To use a graphic, it seems the item has to reside in the Graphics library.  I would like to use a Santa/Christmas hat graphic on some pictures.  These graphics exist outside the current Graphics Library.  How can I include these items in the Graphics library?  What format/file type do thy need to be?
