Adjust Facial Expression in PSE 15

When I try to adjust facial features in PSE 15 I frequently get the message "no faces could be found in this photo" even though there is a face clearly visible. It is not a distant shot so the face is relatively big and it is not blurred. Why does the software not recognize the face?

    The link says PSE 15 will fail to detect faces if it is installed in a path containing double-byte characters. I have no idea what a double-byte character is.

    At any rate, I don't think that's the problem because Adjust Facial Features works sometimes. I can't see any problem with the photos where it does not work. As I said previously, the faces in the photos where Adjust Facial Features doesn't work are just as large and some are even better focused than some of the photos where it does work.
