Adobe Elements 2019 installer broken in 2026

I have a paid copy of Adobe Photoshop elements 2019, but in 2026 I am unable to install it on any os or hardware. I have tried my intel windows laptop (originally had it on it but I clean installed it and installed a newer version of windows at the same time and can no longer reinstall), a windows 10 and 11 virtual machine in it, a windows 10 and 11 virtual machine on my newer MacBook Pro, and even on my AMD Gaming PC and they all do the same thing; you double click the installer, hit yes on windows UAC (the do you want to allow this program to make changes to your device popup), then it has a blue adobe creative cloud style loading circle for a few seconds before going to a plain white screen and then doing nothing. 

 

I have spent hours trying to find any form of support article, or offline installer, and I have found there is an offline installer which theoretically would still work, but adobe doesnt have it on their website any more, and the only way I could get it would be to have the disk, but the copy is bought from adobes website so I cant do that. I also cant contact adobe support as “I don't have an active subscription” because it was bought outright. I did find the photoshop discord server but the people there didnt really have experience with elements unfortunately.

 

I am aware that PSE 2019 is a 7 year old product, however I have many backups of over 45000 organised photos (I have all the photos just not organised) and it is still something I spent around $110 - $150 Australian on and I don't feel it unreasonable to expect to be able to use the thing I paid for.

    Photoshop Elements 2019 will not run on modern MacBook Pro models. It is a 32-bit application and relies on older components like the Adobe Application Manager. Because modern macOS versions dropped support for 32-bit apps and changed architecture, Elements 2019 will only run on macOS Mojave or older

    What does all that mean?  You can stop trying on your mac, but if you really want to try- go  right ahead. Maybe you get it to work, but the overwhelming majority of people fail.    

    The installer for pse 2019 contains some 32 bit elements- and that’s a show stopper-  MAC killed off all 32 bit programs a  few years ago.

    Sorry for the confusion, I wasn’t trying to run it on macOS, but a windows vm on my MacBook Pro, both a windows 11 arm vm and a windows 10 x86 vm through emulation. My goal is for it to run on windows, I just tried in a few different vms in case architecture or windows version was the problem but it doesn’t seem to be since I got the same result across the board.

    Install Visual C++ 2013 Redistributable

    Most Common Fix

    The Adobe installer depends on MSVCR120.dll. If missing or corrupted, the UI loads as a blank white window.

    • Download vcredist_x64.exe and vcredist_x86.exe from Microsoft

    • Install both, even on 64‑bit Windows

    • Restart Windows afterward

    I forgot to mention this in the original post but I did already try the 2013 x86 and x64 vc_redist and the 2013-2015 x86 and x64 vc_redist to no luck, I also tried disabling the discrete amd gpu and only using the intel igpu and vice versa, cuz I read sometimes it is a graphics issue, but after pasting the logs into Claude it reckons it is connecting to some adobe server fine, but not receiving a page back or something. I did try with a vpn too in case it was an isp or ip address issue or something.

     

    edit: I also tried disabling all anti virus on windows and disabling all the internet explorer security since apparently the installer uses internet explorer under the hood I read somewhere
