Adobe Elements 21

I recently upgrade Adobe Elements 12 to AE 21 and I have .psd files on CDs that I am unable to access. Any ideas how to get the files into .jpeg.

What do you mean when you say you are unable to access the psd files from CD?

What is the source of the files?

Is it possible that the files are too large to either display in the Organizer or open in the Editor? See this article.
