Adobe elements organizer 14 will not launch

The following error message comes up: Failed to Open Catalog - The catalog could not be opened. An internal programming error occurred. 

I ran through the following troubleshooting:

Optimize catalog

Repair catalog

Re-index Visual Similarity Data - Repair Anyway

While the repair appeared successful the catalog failed to open. Please help.
