Adobe OWL Framework API

Where can I find documentation for the Adobe OWL API?

I'd like to be able to get an understanding as to how it works.

For starters, does OWL = Open Windows Library? Or does it mean something else?

Was it originally a derivation from the Borland OWL ?

Was it written in Delphi or C?
