You latest screenshot shows the Home Screen.  You must click on one of the buttons to open the Organizer or the Fotoeditor.  Once you open the Fotoeditor, the menus shown in my earlier screenshot will take you to the Preferences dialog.  Your earlier screenshot shows the Fotoeditor is open.

 

In the Fotoeditor, you can also try strg+K (Ctrl+K) as a keyboard shortcut.  It should open the Preferences>General dialog.

I'm sure Hatstead meant to say Edit>Preferences>General:

 

 

(I'm not sure that double-clicking the photos in the photo bin apply to this workflow.)

You can click and drag the tabs at the top of the photos to move them:

 

 

Or you can use the Window>Images menu to arrange the images:

but in Adobe Photoshop Elements 2019 when it is open, i have beginner assistent expert

wher please is edit preferences?

when i open the Foto Editor

there is nothing

Go to Edit>Preferences>General and check "Allow Floating Documents in Full Edit Mode."

Double click on one of the picture place holders  at the bottom and it should open in the work area for you.
