Adobe photoshop element 15 will not open

Adobe pnotoshop wil not open. Using Windows 7 PC.  I tried to uninstall it and reinstall it.  Popup said something about closing programs running in the background.  I don't know how to see what programs were running in the background.  Adobe was working fine prior to another Adobe update of some sort.  Don't remember which one.  Can someone help?

    Hi,

    Follow these steps to quit the running processes from task manager:

    1. Right click on the taskbar (bottom pane on desktop) and select "Start Task Manager".
    2. Switch to Processes tab.
    3. Find for PhotoshopElementsOrganizer.exe and / or PhotoshopElementsEditor.exe and / or ElementsSmartTag.exe, select them and click end process.
    4. Now try launching the application, it would launch fine.
