Adobe Photoshop Elements 11 not working

I have been trying to edit photos and when I try to transform a photo like i use to it will not work. It also moves the whole screen like I am scrolling. It just started doing this in the past week, I am getting so frustrated. I purchased the program about a year ago. can someone help me correct this issue. I am about to try and fine another editing program. I uninstalled and reinstalled already and it is the same.
