Adobe Photoshop Elements 14 Does Not Load

Hi. I'm running Windows 10 on an IBM compat and have been using Adobe Photoshop Elements 14 for several years without issue.  Now I try to open Elements and nothing happens. I've gone through all the posts without any joy. Could someone provide an idiots guide please - I can no longer use Elements as things currently stand.
