adobe photoshop elements 15

Please help, I purchased this for my computer to use to edit photos that I take of family and friends.  I have tried almost 20 times to install this program and I keep getting the message Adobe photoshop has encountered a problem and windows will search for an answer.  Then it comes back and says that windows will notify me when they come up with an answer.  My computer meets all the requirements that are listed.  My question is since I can't get this problem solved is adobe gonna give me back my money...I worked hard for it and if I can't use the software then I will have to uninstall it.
