Adobe Photoshop Elements 18 Editor

I installed Adobe PSE 2018 Windows 10 and am unable to use any of the menu functions in Editor. My mouse can move on the screen, but none of the functions respond to the click of my mouse.  The buttons respond within the Organizer, though. I upgraded from Adobe PSE 2013 because of the same problem.  Any ideas?
