ADOBE PHOTOSHOP ELEMENTS 2019

I bought last year adobe photoshop elements 14 but now it doesn't work. I want to buy the new version 2019 but I don't know if I have to buy

the total new version, or the upgrade. The price is a bit less, one is 101,26 € the other 82.96. What can I do?
