Adobe Photoshop Elements 2019 Won't open

All of a sudden out of the blue I am unable to open my Adobe Photoshop Elements 2019.  The initial screen opens with recent files and the three component apps.  I click on the Photo Editor and it just shows the spinning note that it is opening.  However, it never opens.  How can resolve this!!!
