Adobe Photoshop Elements 2020 Editing question

With Adobe Photoshop Elements 2020 can I manually edit photos or is it all done with the ai Adobe Sendai program? I would like to add certain pictures from the internet to others and am wondering if Adobe Photoshop Elements 2020 would let me do that myself.
