Do you know what plugins are the best for creating Textile Pattern Design?

Please let me know about the Plugins site for Adobe Photoshop Element-2021.

Hello Zarah1,

There are a few plug-ins available from HumanSoftware that may do what you're asking about. They say Photoshop on their website, but they do run in 64-bit Elements - I have several of their plug-ins and they do indeed run in PSE (Win10). They are also available as stand-alone apps. And, FYI, their plug-ins work great, but their customer service is not that great.
