Adobe photoshop elements 9

I have my installation cd. Kan not use them for installation when they dont works anymore ( scratched) I have my installation code.I have download no 9.

lots of time, Its not possible to open the file I download. Get massage that the file is corrupt.

I want my old PS 9. How to do?  I have windows 10 and PS works good before I have to restore my computer.
