Adobe Photoshop Elements... having issues accessing software

when I first install Adobe Photo Elements had issues access and an Abode rep actually had to log into my computer to get the process going.  I enjoyed working with Photo Elements for all of three weeks and then encountered the same exact issue again, meaning when I click on the ICON to open the application, I receive a error of "Photoshop Elements 15 Editor has Stopped working".... then it goes on to say "A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available" and then the "Close Program" tab appear.  No notification is ever made and I cannot access the application.  This entire process is completely FRUSTRATING.  I have the same problem with Adobe Elements.  However, to get around this I was able to just open an existing project and the software worked.  Unfortunately that option does not work for the Adobe Photo Elements.  As good as the Abode Product line is, it's really "piss poor" of the usability side.  Can anyone out in the Adobe Forum Community provide any assistance to this completely FRUSTRATING dilemma????
