Adobe Photoshop installation problem??

Please try changing the scale settings once. To do so, please right-click on the Desktop and choose 'Display Settings'. Under the 'Change the size of text, apps, and other items', please set the value to 100%.

To have this issue investigated at our end, we'll require the following details from you:

Monitor Size, Display Resolution, OS version and Internet Explorer version.

To check the Internet Explorer version, launch Internet Explorer. Click on Tools > About Internet Explorer.

Would also request you to navigate to C:\Program Files (x86)\Common Files\Adobe\Installers and share the 'Install.log' file with me.
