Adobe Photoshop is not loading

I recently bought a computer from Dell and also an Adobe Photoshop and Premier Elements 15 software. I have downloaded the same on my new computer. The first day my Photoshop software loaded but since then it does not open up. I am able to open the Premier elements software but not the Photoshop software. What is the problem? If it does not open how do I get a refund? It is so ridiculous that for a $100 software there is no customer service other than a forum. Dell representative already uninstalled and reinstalled but it still does not work so they asked me to contact Adobe and hence this email.
