Adobe Premiere Elements 15: Win 10 opening issue

For some unknown reason, Elements 15 opening window to start closes a split second after I've clicked on the icon on the desktop, it clears up after re-installing it, but after that it starts closing a split second again trying to open it. I've restarted the pc, cleaned up space on the C drive and updated all C+++ programs and tried to run in admin mode and compatibility mode in vista and win 7 as well and nothing seems to work.

What can I do?
