Adobe Promotion blocks old installation

In May  2017 when I opened Elements 12 (which I have had FOR YEARS), a pop-up advised me that my 30-day trail was coming to an end. Sure enough, after 30 days my program would not open. With HUGE difficulty, I was able to get an Adobe technician to reinstall the program.  Now, suddenly, the opening screen had an animated sales pitch for Elements upgrade. When I declined, I once again could no longer open my program. None of the help advice addresses this issue and Adobe seems hermetically sealed against makiing any human contact for items not listed on their menus.

How can I get my program back? (I am a user, not a computer programmer.)
