Adobe PSE 15 Guided puzzle effect

When I try to use the puzzle effect in PSE 15 it selects all the pieces as one selection.  I am unable to select a single piece to pull out.  Is this a glitch?  I follow the steps in order but cannot select a piece.  Any suggestions?

Well, after careful thought (laugh) I remembered that I was working on a background layer.  I used ctrl J and duplicated the BG layer (reg. layer).  The guided edit "puzzle effect" worked fine.
