adobe turkey agency phone number

I really faced lots problem to buy a photoshop elements 15 from adobe turkey site.

My Visa card is no problem but turkey site always shows a trouble yo continue.

and then site shows Thurkey agency contact telefon number that is 0212 371 0571 and adobe.com site shows

the Turkey custormer  service number  is 0800 448 829 315 but two telefon number are wrong

Turkey telecom center answered always these number are not using and wrong

I don't know what happened. They may be closed. could you tell me how can I contact Turkey agency
