After reinstall of PSE Win10 wont boot

My Windows 10 PC wouldn't boot Windows. (Got stuck before displaying any Windows screen.) I had a repair shop remove all programs and reinstall fresh Windows. Worked fine. Reinstalled PSE, now won't boot Windows again. Are there known compatibility issues with the latest Windows update?

Thanks. Installer was downloaded from Adobe during the last weekend. Can't access my PC any more to check, but think it must have been 64-bit PSE 2021.
