After upgrading and restoring all Star Ratings are gone

My old PC and new PC are both running Windows 11.

I installed my old PE 14 on new PC and copied all raw photos from old to new (same file locations on an F: drive).  

I backed up the catalog on old and copied to my external drive.

I created a new Catalog on new (PE 14) and then upgraded to PE 2024 app and then converted the catalog.

I then had PE 14 restore the backup that was sitting on my external drive.

It appears that all the captions I typed in for the photos are still there.

 

What do I need to do to get my Star Ratings back?  I am willing to start from scratch.  Should I up grade PE14 on my old PC first?

According to your desciption, if I followed it correctly, you converted the new Elements 14 catalog rather than the restored backup catalog.  Presumably the new catalog did not have the star ratings.  If I am correct about your workflow, then you need to convert the old (restored) Elements 14 catalog in Elements 2024.  If I am incorrect, please explain how many Elements 14 catalogs you have and where are they located?  You can perform a search of your computer for a file named catalog.pse14db.  Do the same with Elements 2024 by looking for files named catalog.pse24db.

The Move tool probably wouldn't work because the catalog is in use.  You could try creating and opening a new empty catalog and then using the Catalog Manager to move the real catalog to your desired location.  (I'm not sure about conversions but it is also possible that the converted catalog is created in the default location - C:\ProgramData\Adobe\Elements Organizer\Catalogs\).

 

You can also move a catalog folder using Windows File Explorer.  If you do this with your Elements 2024 catalog, once you have moved it, you can double-click on the catalog.pse24db file and the catalog will open in the Organizer.  I would copy it rather than move it since, depending on the size of the catalog, it can take a while and there is always the possibility of something going wrong in the midde (e.g. power outage).   This also gives you the advantage of having a catalog folder backup, although as you will see in Elements 2024, there is now a feature to make automatic backups of the catalog without the included media.

Greg, thanks for the guidance, I was able to make it work. 

1) I found the old PSE14db here: C:\ProgramData\Adobe\Elements Organizer\Catalogs\My Catalog 

2) I copied the whole "My Catalog" folder to USB then to my new laptop.

3) I put the folder on my F: drive just 'cause.

4) opened PSE and "Manage Catalogs" then navigatged to the new folder.

5) Selected the catalgo and then converted to PSE 2024 and all was good.  Got my start ratings and captions back.

 

*I had created some other catalogs in my previous attempts, so I deleted all of those.

Later I tried to "Move" the catalog to a better location, but the "Manage Catalog" tool would not give me the ability to pick a new location when I clicked the Move button.  Oh well.
