Apply Fx to all clips on the timeline/best source for help?

How would one apply a change or Fx to all clips on the time line? 

I am making a PIP with changes in the opacity and blur effects on the second timeline to use as the background for a portrait video on track 1.

Also, aside from this forum, is there a good source of learning material for learning this program? Adobe tutorials seem to be highlights instead of in depth.

Your question has nothing to do with Photoshop Elements (the present forum).

You probably mean Premiere Elements, which has its own user to user forum:
