Are camera tonal settings imported with RAW file?

This help page says that the white balance as shot is carried into the RAW file. https://helpx.adobe.com/photoshop-elements/using/color-camera-raw.html 

It says: “A digital camera records the white balance at the time of exposure as metadata, which you can see when you open the file in the Camera Raw dialog box. This setting usually yields the correct color temperature. You can adjust it if the white balance is not quite right.

That's news to me. I thought the tonal settings were only reflected in the jpg version in the camera, including the histogram and preview, but did not affect the RAW image.

If this is the case, are other settings also carried into Camera Raw? I guess I could do some testing and figure this out but maybe somebody here has a quick answer.

Yes, but did you see the note:

Note:

The Camera Raw plug‑in can read the white balance settings of some cameras. Leave White Balance set to As Shot to use the camera’s white balance settings. For cameras whose white balance settings are not recognized, selecting As Shot is the same as choosing Auto: the Camera Raw plug‑in reads the image data and automatically adjusts the white balance.

Anyway, the raw image is never affected, only the default conversion settings.

Yes, but did you see the note:
