"arrange" tool in PSE 19

I've been making my own photo collages in PSE 11.  Just upgraded to PSE 19, and can't figure out how to access the arrange tool to put one photo on top of another.  Help would be much appreciated.

    A picture is worth a thousand words.    Unfortunately, I can't determine why you are having problems using the arrange tool from the options or context menu.  Each of your frames seems to be grouped and should move together and be available for arranging using all of the tool options.  I can't figure out why the Arrange tool would work from the main menu but not from the context menu or Move tool options.  Perhaps in your experimenting, one of your groups became unlinked.

    Does the Move tool option work, if you first select a group name in the layers panel?

    I don't often work with frames, so I think we have reached the limits of my knowledge on the subject.  Hopefully, somebody with more experience than me can come up with a simple solution.

    BTW, great dog photos.

    Greg, you've given me some food for thought with the possibility that I've inadvertently unlinked some groups. I'll look into that. 

    May I trouble you for one more question?  I'm unfamiliar with your terminology above: "first select a group name in the layers panel?" Duh, what's a group name?  Is it the layer (in this case the frame layer) with the symbol that indicates that there are multiple linked layers?

    Yes, that's what I was referring to.  Your term (frame layer) is probably more correct but I wanted to distinguish it from the "frame" layer that is included in the group.

    In working with you on this problem, I found that if you double-click on the photo within the frame, the group seems to become ungrouped so that the image can be moved or resized.  The same is true even if the layers are linked.  So I can see how easy it is to ungroup a frame inadvertently.

    I don't know if this answers your question, but you can't use the Arrange tool with a background layer.  If you double-click on the background layer and change it to a regular layer, does that solve your problem?  If not, can you please explain in more detail what your problem is.

    Thanks for your quick reply, Greg.  Using PSE 11 to make a collage, I could, while using the "move" tool, under the "tool options"  click on "arrange" and place an overlapped photo/frame either on top or behind of another.  In PSE 19 the arrange option is grayed out.  What do I need to do to access the option?

    The Arrange tool will be grayed out if one of your layers is a background layer.  Did you try my suggestion of double-clicking on the Background layer?  The Background layer will change to Layer 0 and the Arrange tool should become active.
