Avoid Mac Monterey hang-on-launch bug in Elements

I bought Adobe Elements from the Apple App Store in March 2021; I never got a serial number (no box, no disc, just a receipt from Apple with their own transaction number).   How do I avoid the Monterey hang-on-launch bug?

For those who purchased the program from Adobe, the upgrade to Monterey 12.1 should fix the hang on launch problem.  If this doesn't work for the version sold at the Apple Store, I suggest you contact Apple support.
