You mean the new feature to backup only the catalog (the database) ONLY without the media files?

In Windows:

C:\ProgramData>Adobe>Elements Organizer>Catalogs>_Autobackup_

The _Autobackup_ folder contains a distinct subfolder for each backup.

Each of those backups contains all the components of the saved catalog folder except the big thumbnail cache which is recreated automatically when needed.

So, you can copy and rename that folder where you want and start the organizer by double clicking on the catalog.pseXXdb file; it will open with the restored catalog and the thumbnail cache will be rebuilt.

As far as I know, there is not way to choose another location than the default one.

If you frequently use that backup, you'll get many of those folders and it's up to you to manage them: move them anywhere else, delete old ones etc. In my case, a backup is about 2 GB in size.
