because default printer could not be opened PSE2013

I have been using PS E13 for quite a few years and have never had this problem!  I've uninstalled and reinstalled the program, I've uninstalled and reinstalled the HP default printer I've been using for over a year.  Nothing I do resolves the problem.  I'm at the end of my wits...
