Before and After, medical shots

I just got Photoshop Elements 2018.  I need to take two different photos....one is a before photo, the other is after a procedure.  I need to scale them to match each other and have them side-by-side so I can show the difference from the treatment we did on her.  I don't know how to do this and have been trying for hours.  Can someone help me please?  I have looked at tons of youtube but they all seem to be older versions and not exactly what I need.

    Start with a blank canvas. For example if your images are 3000 x 2000 double the canvas width to 6000px.

    1. File >> New >> Blank File
    2. Set dimensions in the dialog, resolution and background color and Click OK - see image below
    3. Add photo 1 using File >> Place then use green checkmark and move tool to drag to the left
    4. Add photo 2 using same method and drag right.
    5. Save
