Best method to access & modify PSE2018 managed pictures using iPad?

I would like to use my iPad to modify pictures managed by PSE 2018.  I realize I will not able to use catalogs.  In practice, I take a lot of pictures from various events and download to catalogs using PSE 2018.  I would like to access the file directories, using an iPad/iPhone, in order to delete pictures and perhaps perform basic image edits.

Which IOS app would work best?  If I modified a picture using the iPad, what happens next time I access it from my desktop?  If I deleted the picture from my iPad, what would happen?
