Blurry Photos

I am using Photoshop Elements 2022 and when I opened my photos today I noticed a red symbol, looks like a power button, in the upper left corner of my thumbnail photos.  When I select a photo, it opens as a blurred photo.  How do I fix this?

It looks like your files are offline.  Are they stored on a DVD or external drive that is not currently connected or has a different drive letter than before?  See this article which discusses how to resolve the problem you describe.  (You need to scroll down to review the relevant portion.)

    What happens if you hover over or right click the symbol?

      Can you please show us a screenshot of your red symbol on the photo.   Is it a circle with a diagonal line across it?

      If you double-click on a blurry photo, does it come back into focus?  Alternatively, what happens if you select the photo and press Ctrl+Shift+U to update the thumbnail?

      The symbol is a red circle with a vertical line.  It looks like the power button symbol.  I double-clicked the blurry photo and it did not change.  Updating thumbnail did not work.  Here is a screenshot of the photo.
