Broken thumbnail icon

I am using PSE 2020 and I have never had a problem importing old geneology photos and newspaper clippings into editor from my Cannon 9000f.  Yesterday about 1 in 5 scans were coming through as photos.  Today no matter what I do I get a broken thumbnail instead of the photo.  I can open the scans in my geneology program without a problem.  If I try to import from that folder into PSE, the same thing happens.  It even happens when I scan through PSE.
