Burning to a DVD in Adobe Photoshop Elements 8

I am trying to burn a slideshow I created in Adobe Photoshop Elements 8 to a DVD (wmv) format. I used the output button in the slideshow itself after having saved. Adobe Premier Elements 8 opened. All that happened was a little progress bar appeared in the bottom right corner saying that the background was rendering. The progress bar would cycle up to 100% and the drop back to 0% and start over. It did this for about 1.5 hours. After it finished, my file explorer said that the file was still waiting to be burned to the disc. I am fairly new to photoshop and know I don't have the newest version but don't want to have to pay for the upgrade or have to remake the slideshow.

P.S. I am running on a windows 10 system
