Buy Photoshop Premier - NOT as a subscription

Question

Dear all, I am working at a local authority and have some budget left which I would like to spend on buying a software to edit video. I can not have a subscription, as I have money this year but not next year.

Is it possible to buy and install Photoshop Premier as a complete package on my computer without having that as a subscription?

How do I do?

There is no "Photoshop Premiere."Photoshop and Photoshop Elements are for stills (images).Premiere and Premiere Elements are for video.Photoshop Elements and Premiere Elements can be purchased and you own the license forever.Photoshop CC and Premiere Pro CC - by subscription only  Photoshop CS6 and Premiere Pro CS6 (old versions, but still available for purchase).
