Does Photoshop Elements 2019 support Camera Raw 11.2.1 (Canon EOS RP)?

Greg may be right in that an update is pending.

That said, this is the Premiere Elements forum for video. However, the answer for your question is on a chart provided by Adobe.

That chart states that the latest Camera Raw is supported. That would be version 11.3.

Since this is the video editing forum, it might be useful to state that Premiere Elements support camera raw photo files for slide shows!

Not currently. Based on past experience, it is likely that it will, but I have no idea when that may be.
