camera raw doesn't work with pse15

been using pse 15 for quite a while, just now needing to use camera raw

verified my camera is supported by camera raw, and pse15 is supposed to work with camera raw 9.6 - 9.10

downloaded and installed camera raw 9.10 according to the link for downloads, but when it arrives, the file didn't say camera raw, it was DNGConverter_9_10.exe

I installed this, thinking I'd get both, as the description was labeled....but there is no evidence camera raw was installed.

pse15 doesn't seem to know a new plugin has been added, still gives the error (can't open, "wrong document type" error) when attempting to open a .CR2 file, doesn't list the plugin in help>about>plugins, and the "open in camera raw" option is greyed out

many references to this seem to indicate that camera raw should have been installed with pse15 initially, so I shouldn't have to be doing any of this nonsense

support says discrete downloads are only available for 9.1.1, then 9.12 - which means none are within the range supported by pse15

has anyone made camera raw work with pse 15, if so please help .....
