Camera raw with photoshop elements 2023

Yes.  But you will have to carefully follow the instructions found in this HelpX article.

At step 9 of the instructions, you must copy the Camera Raw.8bi plug-in file to the following directory for Elements 2023: C:\Program Files\Common Files\Adobe\Plug-Ins\Elements 21\File Formats.
