Can i buy Adobe Elements 2022 on DVD

I have had issues downloading Photoshop Elements from a link. It says that it cannot connect to the Adobe Servers Error Code 113. I have followed all of the directions from this page and absolutely nothing worked.:  Fix download, install, or update errors for your Adobe apps. I have spent 3 days off and on, tried to use the chat bubble, but it isn't a real person and keeps sending me back to the link page. Not sure what to do now. Thought of buying the dvd off of Amazon, but am not sure if it will work on my external cd drive.
