Can I change hair color to white

I have Photoshop Elements 2019 and want to change a person in a phot hair to white. CanI do this?

What color are you trying to change from?  If it is really dark hair, it will very difficult, if not impossible to get a realistic change to white/grey, even with the full Photoshop CC.  If the hair is a very light color, you might be able to increase the brightness, but again, it is a very difficult ask IMO. 

ADDED:  But you could probably clone the hair from another photo.
