Can I delete Adobe Extractor after installing PSE?

You don't need it absolutely because you can download it when you need. That said, it would be a good idea to save that file to an external media, DVD, external drive, thumbstick... and save the product key at the same time. The download and product key is stored in your Adobe Account.
