Can I edit a tool's keyboard shortcuts?

Is it possible to change the tool keyboard shortcuts on PSE2024 to match the shortcuts on Photoshop? Some are consistent, some are different. I don't know why adobe couldn't just keep them the same, so that we don't have to memorize new shortcuts

Adobe itself doesn't provide a way to change the keyboard shortcuts in Photoshop Eklements, however some third party utilities like these do:
