Got new computer with Win11 but my old Photoshop 7 wouldn't migrate. Using old Win10 hard drive as a secondary storage. Can I copy or import my actions from my old Photoshop 7 into Photoshop Elements 2022

You will probably be able to load/play them in Elements but whether they will work properly depends on the tools that are being used in the action. If there is no equivalent command in Elements, the action will stop, abort or fail.
