Can I uncheck snap-to settings in view and have them become my default?

Before I knew there was a separate PS Elements forum, I asked on the PS forum how to overcome the behavior where selection tools like crop and marquis snap onto the edge of the image whenever I move close to them.  I learned a) that it’s a setting I can change, View > Snap To; b) that it is a “sticky” setting that “always” stays as I set it until changed; and c) that there’s a PSe forum I should be asking my questions to.  So here I am.

Problem is, I have to reset the snap-to settings in PSe for every image I open and work with.  Is there a way to make the Snap-To setting stick in PSe?
