Can no longer rearrange fotos in Organizer Albums

You’ve always been able to move fotos around in Albums -- rearrange them as you wish. Out of the blue, this feature in my Elements 15 has disappeared. Now when I try to move a foto, I get the icon that means foto cannot be moved -- identical to the way it is in the Organizer itself  (not in an Album).

What should I do? Thanks.  Don
