can sign into Adobe, but not into Photoshop account

I am able to sign in to Adobe, but when I want to use Photoshop Elements, I am unable to do so. Adobe has my current email address, Photoshop Elements does not and will not allow me to sign in to the Photoshop elements.

    I use Photoshop Elements, and have no idea what you mean by "sign in"

    PE is not part of the Cloud, it is a separate program which you install and then activate with a serial number

    When I click on Photoshop elements I get a mostly blue and white screen that says: Welcome to Adobe Photoshop Elements 10.  On the left is a box with small squares with the word "organize".  Below that is another box with what looks like a screen and pencil and says "edit "   In the middle says Adobe Photoshop Elements 10 with the icon for photoshop to the left.  At the bottom on the left it says "sign In With Your Adobe ID:"   In the middle it says "Don't have an Adobe ID?" With a gold colored box to press to create  an Adobe ID.  Next to that it says in gray letters "Learn More " below that it says in gra letters "Adobe Privacy Policy ".   On th right it says "Benefits of an Adobe ID" in gray letters and below that "Help and Support ".     If I just click on the edit I get to Photoshop and can edit my photos but when on that page at the top of the page on the left side I am also not able to sign into my Pho Elements account.   I click on the sign in at the top left side and get a smaller screen in the center that says "Adobe Photoshop Elements at the top and above the sign in says:"Sign in to take advantage of additional Elements benefits.  It's Free! I type my Adobe ID and password and then it gets stuck in a loop saying "signing in".
