Can someone help me how to deblurr and clarify lisence plate from surveillance videos and images?

Iphone does not show the upload  image icon to upload the videos and photos.I appreciate very much your help.I will get tommorow to pc and send you the photos and videos of the car.Do I upload the videos on the same icon or I should sent them somewhere else.Thank you.

Please post the license plate. You can do that via the "Insert Image" icon at the top of the reply box here on the forum. However, you can not do it via an e-mail reply.

Do you have PSE? Version?
